On September 17, the State Council Information Office held a press conference on the effectiveness of China's postal industry reform and development. Ma Junsheng, director of the State Post Bureau, attended the meeting to introduce the reform and development of the postal industry in the 70 years since the founding of New China.

Director Ma said: Today, the postal system has been called the national strategic infrastructure and social organization system, and has played an increasingly important and fundamental role in serving the country's economic and social development and improving people's livelihood.

First, the scale of the industry continues to expand.

In 1949, the total amount of postal services in China was only 160 million yuan. By the end of last year, the total amount of postal services nationwide had reached 1,234.5 billion yuan, an increase of more than 7,700 times in 70 years. The volume of express delivery increased from 1.53 million in the 1980s to 50.7 billion last year. It is expected to exceed 60 billion this year, with an average annual growth rate of 41.5% in 30 years. China has grown into the fastest growing and most dynamic emerging delivery market in the world, with parcel delivery exceeding the sum of developed economies such as the United States, Japan and Europe.

Second, the infrastructure continues to improve.

After 70 years of large-scale construction, it has basically formed a comprehensive utilization of various modes of transportation such as aviation, railways and highways, connecting modern postal and express service networks connecting urban and rural areas, covering the whole country and connecting the world.

By 2018, more than 230 postal and express-class professional logistics parks have been built nationwide. The length of the postal and express service network has reached 39.148 million kilometers, with 275,000 business outlets, 56 times and 10.4 in 1949 respectively. Times. The whole industry has three cargo airlines, operating 115 cargo planes, 322,000 postal and express service vehicles, and significant progress in operating modes such as e-commerce trains and high-speed rail express.

The third is the significant optimization of development quality.

By 2018, more than 200 intelligent distribution centers have been built nationwide, and the use rate of electronic waybills has exceeded 96%, greatly improving the efficiency of all links. 320,000 sets of smart courier boxes were put into operation, and the box delivery rate increased to 11.3%.

A number of industries such as big data, cloud computing, Internet of Things and artificial intelligence have accelerated the application of key common technical equipment, postal optical character recognition sorting technology, electronic waybill, "unmanned warehouse, drone, unmanned vehicle" and other technical equipment. Leading the world in the world. Industry service advanced manufacturing, modern agriculture and cross-border online shopping have achieved remarkable results.

China Post Group's ranking in the world's top 500 continues to rise, and seven companies have listed one after another, forming six large-scale enterprise groups with annual revenues exceeding 30 billion yuan.

Fourth, the ability to serve people's livelihood is continuously enhanced.

After 70 years of unremitting efforts, the accessibility and balance of postal universal services have been continuously improved, and courier services have spread throughout urban and rural areas and have begun to extend to the village level. During the “Twelfth Five-Year Plan” period, we started the postal construction project of the postal blank township bureau and the “Express delivery to the countryside” project, and achieved the goal of “township and villages, villages and villages”.

Last year, the country built a total of 178,000 village postal stations and 610,000 “postal Tesco” sites, covering the administrative villages. The coverage rate of our township express delivery network has exceeded 95%, and the direct access to the village is basically completed.

The number of service users in the postal industry has exceeded 100 billion, and the scale of supporting online shopping transactions has exceeded 7 trillion yuan, driving more than 700 billion yuan of agricultural products into cities and industrial products. More than 200,000 new social jobs are added each year. The industry's function of facilitating the public and the business is further exerted, and the people's sense of satisfaction with the use of postal mail is constantly increasing. Fifth, international exchanges and cooperation have been further promoted.

Before 1949, there were only 26 countries and regions that established direct postal relations with China. After 70 years of continuous efforts, we have established a postal relationship with more than 200 countries and regions around the world.

China's express delivery companies have accelerated their network layout in key countries and key regions, and the business of cross-border delivery, international logistics and overseas warehouses has grown rapidly. During these 70 years, we have also restored our country's legal seat in the Universal Postal Union. We successfully hosted the UPU Congress in Beijing. China has fully opened up the domestic parcel market and has been elected as the UPU Administrative Council and Business Council. Member states, deeply involved in international affairs such as the reform of the UPU system and the development of international railway shipping rules, have significantly increased their voice in global postal governance.

In addition, Ma Junsheng also answered questions from reporters on the next development of express delivery and green packaging.

The following is the question link:

1. CCTV Reporter of the Central Radio and Television General Station: The No. 1 Document of the Central Committee repeatedly mentioned the issue of postal delivery to the countryside and the villages. The 18 departments also jointly issued the "Important instructions on the serious internship of General Secretary Ping Ping to promote the high-quality development of the postal industry. Implementation Opinions. In this opinion, it is also proposed that by 2022, China's established villages must realize the full coverage of e-commerce distribution through express and postal channels.

I would like to ask, why is it necessary to propose this task? In addition, what kind of policies do we use to achieve this goal?

Ma Junsheng: Thank you CCTV reporter. Why is this goal set? Promoting the equalization of basic public services is a national policy and a sign of our social progress. There are 600 million people living in rural areas in China. It is their expectation to enjoy the same public services as cities. This is also the direction of our work. The universal service of postal services is the obligation given to us by the state. It is also our duty to serve the people in rural areas. For the postal industry, the service network reaches thousands of households, and there is a problem of continuous development in the next step.

The demand for rural business is relatively large. This year, the national express delivery volume is expected to be 60 billion pieces, and one-fourth of the 60 billion pieces are from rural areas. Now the rural business growth rate is about 10 points higher than the city. This goal is from politics and economy. In terms of terms, it is very important. We must adhere to this goal, and this is also the embodiment of People’s Post for the people’s initial heart.

In terms of completing the task, at what level we are currently doing, I will also tell the reporters about it. Up to now, we have postal outlets in rural townships, and this goal has been completed.

Last month, the difficult task of direct mailing in villages and villages was completed one year ahead of schedule. This is also a gift from our national post to the 70th anniversary of the founding of New China. In 2014, the central government proposed the “two links” goal of the ethnic minority areas: one is the administrative village road, and the second is the administrative village direct mail, which is required to be completed in 2020.

There are more than 30,000 administrative villages in more than 500,000 administrative villages across the country that have not completed this task. Although more than 30,000 are a minority compared to more than 500,000, everyone knows that the farther and farther the road is, the more difficult it is to complete. More than 10,000 administrative villages directly post postal tasks, postal administrations and postal enterprises have indeed used all their powers at key points. For many years, they have listed it as a key task for the people to do practical work, and set goals every year. Advance.

We vigorously strive for local government support to complete this task, and finally complete it one year ahead of schedule. In the process of doing it, we have a lot of experience and feelings. The direct access to the postal villages and the direct mailing in special remote areas is a political project.

What we are very touched is that we accepted the most difficult bones in the theme of "not forgetting the original heart and remembering the mission" this year. The most difficult thing is Xinjiang. In the Kashgar area of Xinjiang, it is the place where the movie "The Iceberg Comes on" is called the Tashkurgan Autonomous County. There is an administrative village that needs to turn over 4,000 meters of snow-capped mountains. This postal route has not been unblocked. When we Through the postal route, the mail and newspapers were regularly sent to the administrative village. The ethnic minority grandfathers in the village shed tears of excitement. They called "Long live the Communist Party and good Communist Party."

For many years, they have had a hard time getting out of the door. They never thought that the mail can be delivered to the home. So it is a very important project of the people's heart and a historical initiative. It is really not easy to send the online shopping package to them. What did they encounter in online shopping in the past? When they placed the order, the page was “(except Tibet) (except for Ali). We now erase the “except” brackets, and their hearts are connected to Beijing’s heart. It is.

I think this is still a project for enriching the people. After the express delivery to the countryside in the past few years, people in the city can purchase fresh fruit from the village in time after the village is open to the public. It is because we have opened up channels and found a new one for agricultural modernization. The way out, when you buy something, there is a fruit map in your mind.

Which place is good, you can know when you open the Internet. For example, the crabs must be in Jiangsu this season. The crayfish must be Hubei. In addition, you must eat the passion fruit in Guangxi. Immediately, Shaanxi Yan’an apple will be listed. That is also one of the best apples. In the past, I wanted to eat these things through layers of wholesale, and now the courier can be delivered directly to the home, basically achieving the communication from the branch to the tongue, which is very significant.

What should I do next?

First of all, we should consolidate the results of the postal in the township and express delivery to the countryside.

The second is to closely link the postal express network channels with e-commerce to create a “postal express + agricultural and sideline products + rural cooperatives + e-commerce” model, which will add to the precision poverty alleviation and rural revitalization.

The third is to promote fast postal cooperation. After three years, it is necessary to realize express delivery into the village. In addition to the courier enterprises, it is necessary to advocate close cooperation with the postal group. Through three measures to implement the Central Document No. 1 and General Secretary Xi Jinping's requirements for improving rural e-commerce distribution channels.

2. China Daily reporter: I would like to ask Director Ma, what problems still need to be solved in the current postal industry, and what are the countermeasures for the postal administration? Thank you.

Ma Junsheng: Thank you for your question and it is very good. I just introduced our postal industry, especially the express delivery business in the past few years. It has brought great convenience to the Chinese people. At the same time, it has also provided great support for the transformation and upgrading of the Chinese economy.

However, we are divided into two. Since the whole industry is developing too fast, the demand for the market is too rigid. In addition, the supply of our policies and the supply of production factors have not kept up in time. There are still many problems and shortcomings. board. When we carry out the education of “not forgetting the original heart and remembering the mission”, we find the gap between the problems and find that there are five imbalances in our industry, which are also the five major problems in our industry.

The first question is the imbalance between our domestic market and the international market. We have more than 60 billion express parcels this year. How many international parcels are there? It’s a fraction, or about 2 billion, which is 3 percentage points. The business income will reach 950 billion yuan this year. What is the international business? 70 billion yuan, which is about 7 or 8 percentage points. This level is much larger than that of international counterparts. What is the average level of our international counterparts? Basically, it is 1/5, and developed countries are higher.

In China, you may have five brands competing in any place, even in the township, but only a few brands are running internationally. Everyone is still in the domestic circle, so this difference is relatively large. The second question is the service object. Now we are mainly based on service circulation consumption. 80% of the business structure is service e-commerce, and only 20% is business and government. However, foreign mature markets, production and service ratios are relatively large, Europe and the United States are good, Japan is also good, this has about 1/3 of the market, we basically just started, this is our short board. The third question, now our industry is not slow in terms of overall structure, but the quality and efficiency of development still need to be improved. In the past ten years, the amount of express delivery in 2009 was 1.8 billion pieces. This year will exceed 60 billion pieces. Is this speed not fast? But what about our quality? Benefits? So there is still much room for improvement in quality and efficiency. The fourth question is that there is a big difference between our corporate headquarters, enterprise hubs and end service outlets. What the ordinary people see is the courier brother, the end outlet, and the tricycle. This is a superficial phenomenon. Who is behind him? It is a hub that everyone can’t see, it is a powerful scientific and technological force, but the end service is still developing because of various reasons. Not going up. The last question is the imbalance between industry development and governance systems. These five issues have become the five major obstacles to the development of our current industry.

How to solve it?

Next we have to make up the short board, strengths and weaknesses. In addition to implementing the major strategic arrangements of the party and the state, resolutely fighting to win the "three major battles", strengthening the protection of frontline employees' rights and interests, and accelerating the improvement of the governance system, we must also focus on promoting the "two in and one out" projects, as we overcome these five A gripper of obstacles.

The first "in" is the delivery of parcels to the factory, to promote the close integration of postal express enterprises with advanced manufacturing.

In the future, the purchase of spare parts in the factory is as convenient as online shopping. There are not so many warehouses in the factory. The express postal network is your mobile warehouse, which can greatly reduce inventory and improve product quality.

Because suppliers have been limited in the past, now there are more options like online shopping, which can be better than cost performance and increase the output ratio. This model is very popular abroad, but China has just begun, so we have to push the courier into the factory and turn our postal express network into a mobile warehouse and mobile factory in modern manufacturing.

The second "in" is to promote express delivery into the village, the express delivery should sink to the administrative village as soon as possible, and open the last mile of the rural area.

Now that the postal service has entered the village, the express delivery has also arrived in the countryside. The rural express delivery rate is very high. There are about 45 express delivery per person per year in the country. Of course, there are more than 60 or 70 pieces of urban people. The rural area is coming soon this year. 20 per capita.

There are 31,000 townships in China, with an average of 20,000 towns per town. 20 per person per year means that there are 400,000 towns a year. On average, each town has more than 1,000 parcels per day. Now some villagers have to ride a motorcycle to the town to pick up the express delivery. Although it has been greatly improved in the past, it is not enough. We must send it to the village.

How to send? Just talked about, first, the express delivery company sent down, the second is to cooperate with the traffic, use the rural bus line to send down, the third is to send the express mail to the next, use three years to solve this problem. After the express delivery to the village, the agricultural products in the village have added a convenient channel to the city.

The third is to “out”, promote the sea, and promote the “going out” of postal express enterprises. We must build ships and go to sea to meet the diversified needs of cross-border e-commerce exports. First, we will break through in Southeast Asia and expand Europe, America, Japan, Korea and emerging market countries. And the markets of countries and regions along the “Belt and Road”.

We also want to go out to sea, support postal enterprises to expand commercial channels, adopt a dual-track parallel model, and improve adaptive capacity as soon as possible. We also advocate the use of ships to go to sea, strengthen cooperation with international enterprises, and jointly build an international delivery logistics network with controllable risks, safety, reliability and accessibility. We must do this "two in and one out" in the next five years to overcome the five major obstacles.

3. Hong Kong Census News Agency: Cross-straits postal mail is a major event in the history of the new China Post, and it has also benefited the people on both sides of the strait. I would like to ask the Secretary to introduce the results of cross-strait mailings? Thank you. Ma Junsheng: The cross-straits postal mail has reached its 10th anniversary. It is a comprehensive three-way on December 15, 2008. Direct cross-border mailing is one of the contents of the three links. In the past ten years, the effect should be very obvious. Since the postal service, the number of cross-strait mailing bureaus has increased to 15, and the cross-strait postal cooperation business has been continuously enriched, and the quality of service has been continuously improved.
